The private sector to the rescue

City of Chester, PA is going broke and in bankruptcy court because a) it can't pay the pensions it promised and b) they had to close their casino due to covid. The solution - sell the city's water and sewer systems for a mountain of cash and let the rate-payers eat it. Everybody wins, well, except the rate-payers.
