Beware of who your players are friendly with on other teams.

Nester, for example, no doubt had/has lots of friends on WVU's team. The players can communicate -- and thus "tamper" -- as much as they want without anyone being in the portal. Then the player enters the portal, coaches reach out, boom, done. No rules broken, but the transfer knew exactly what he was doing and exactly what to expect, because his friends on the other team were the go-betweens.
