Isnt the whole purpose of the Ncaa January Reconstitution

Meeting to delegate rulemaking to the conferences? Why would you think they would take this on? They are on their last legs. When i called Finebaum he called them a paper tiger. The ACC needs to push for total reconstitution including March Madness so the teams keep those billions. Basketball NCAA tourney currently generates more than Football. It just goes to the NCAA instead of the teams.
