The upper tier bowls are interesting, the lower ones not so much
That's just a function of the fact that there are so very many of the lower tier bowls, digging into the bottom 30 percentile of teams to fill them. It'd be like a basketball tournament taking teams with RPI rankings 200-250.
The NCAA + NIT more or less ends up taking the top 30% of basketball teams. If you extended that to football you'd be looking at the top 40 teams, which is about where I'd draw the cutoff for upper versus lower tier of bowl games.
