Player development certainly played a role. Evans had 3 NFL caliper player

at WR. JJ still had Philips and the best defense in recent memory with a lot of NFL players such as Edmunds brothers, Stroman, Settle, Facyson etc. It's much easier to play QB when you only throw when you want to throw with good defense.
