9.9 is an NCAA rule. It is kinda like with Football with 85 only for

sports not named football/basketball you get a lot of partial scholarships. I think Dresser gave out more full scholarships that Robie is doing. That really helped at the time to get us off the ground and attract top talent, but we really didn't have any depth behind that top talent. It does create interesting decisions when offering guys and determining how much is appropriate to give them.
