I'm a bit confused on Robie's quote below. Is the 9.9 scholarships level set by the NCAA or is it set by VT? Why is it specifically 9.9? Also, could someone further expand on what he means when he says "we might have 80% of a scholarship and we can give as much as we want"? I am just trying to understand if the program is being held back by lack of scholarship money. TIA
