The PC was largely for show regardless if he had his guy or not

The resume requirement list was so long almost no candidate checks all the boxes.

If he has his guy, he includes requirements the guy doesn't have to obscure the trail.

If he doesn't have his guy, he has a larger pool that meet most/a lot of them so there is plausible deniability that he didn't fall too far down the list.

Either way his defense is no one matched all the requirements.
