Meh, it makes sense to reassess such that how long you've owned a house


doesn't give you a discount on your share of services provided this year.

Imagine a town of 2 identical houses. One family moved in 10 years ago at 200k, the next otherwise identical family moves in this year at 300k. In your world, the first family would pay 66% of the second family. Why would that make sense?

That said, you'd have some room to be upset if the city doesn't adjust the rates down to match the new baseline price after accounting for any of their costs that have gone up.
