The NCAA basically does what its members tell it to do

because the members are the NCAA's boss. Not the other way around. Unfortunately, that seems to be the case with any athletic association (college or pro). So an argument probably could be made that the money spent was really about getting majority of the members (aka schools) on its side regardless of who actually received the money.
