nvp, good post, and worth calling about. My only caution is be careful


who you call and the answer you get. For the HoF Induction on Nov 12, the Hokie Club (which hosts it) says you don't need a permit, the Inn at Virginia Tech (where the event is held) says you don't need a permit; and, Parking Services says you do. This "siloing" amongst the VT entities is a large part of the problem, and which I wrote Sands, Phlegar, PS, etc. about. I got a very 💩 burger answer (meaning no answer).
As far as aggressively enforcing parking, you are correct. In the aforementioned email to Sands et al, I included a video of PS hiding in the bushes to give parking tickets (I'll include the link here).
As far as parking lots for MBB and WBB, you need a parking pass. @RJHokie posted today about an email from the AthDept saying the MBB parking passes were inaccurate, and they would be mailing out substitutes. It's just a cluster to park, and it's going to stay that way.
