I think that is all in phase 2..

The Division thang, was a creation of the old school in the acc, preserving the relationships in Tobacco Road. UNC Duke and UVA.... and NC State getting marginalized with FSU and Clemson.

However, I think (dont know if you agree) that WVU is destined to the ACC (but are all waiting to stabilize the big 12 and get a ruling that allows conferences to do away with divisions). ACC does not want to poach the big 12, and big 12 knows that WVU geographically is not a perfect match, even though they are welcoming to them. That will happen in Dec on the NCAA restructuring..... Then ACC goes to 15 immediately, big 12 gets to replace WVU with Memphis and ACC divisions go away and scheduling is around pods.
