The cynic in me reads the first rule and immediately casts an eye at VT
The fact that they're limited the number of general admission tickets makes the cynic in me wonder if they overbooked previously to ensure a full section and raucous atmosphere.
Let's be honest -- there are ALWAYS going to be no shows. If you want a full house, you have to take that into consideration. Airplanes, for example, regularly overbook to make sure they have as full a flight as possible, knowing there'll be a handful of no-shows each flight on average. They only run into trouble when that average is on the low side.
VT, I now suspect, decided to try to play the numbers and assume a certain percentage of no-shows. So, for example, if they have 10,000 seats for students, they may assume a 20 percent no-show rate and give out 12,000 genadmin tickets. No problem ... except when the no-shows are below average.
Which would have most certainly happened against, ohhh, UNC and ND.
