about the NCAA members as a governing body and the executive director Emmert in his advisory leadership capacity. Thank you for the visual but, I am familiar with the governing authority. It is useless to talk about the committee's and reps when authority to set rules lies in the body. One other thing, the Penn State rescission involved lack of authority to penalize outside their operational purview not the power to set organizational rules.
