You are right. However, the ACC has itself to blame because

it placed basketball ahead of football for all those years. Now that isn't to say ACC teams didn't have great years in football. There is a reason the ACC was known as "FSU and the Eight Dwarfs" when it had 9 members and now known as "Clemson and the Thirteen Dwarfs."
