I guess the key is educating the students as to what behavior is expected

with the “General Admission” tickets and limit the “extra” tickets depending actual tickets sold.
Or perhaps stick to the original student allotment and then start giving away the unsold reserved seats to anyone with a student ID at a certain time. For example, 2 hours before game time, stop selling tickets and give them to students who missed out on the original allotment. This could potentially fill the upper SEZ.
