Most anything built near the Atlantic or Gulf coast can easily withstand


a Cat 3, probably even a 4. Cat 5's can get dicey, though.

Generally speaking, the real threat is the buckets and buckets of rain that lead to a combination of flooding and ground saturation that allows trees to blow over.

Buildings can be designed to withstand 130mph winds. Tough to design for 10 ft of fast-moving water or hundred year old trees falling onto the building.
