the ultimate decision makers are a combination of boards of trustees, wealthy, influential donors and possibly politicians. How many really good, strong, visionary university presidents can you name? There are some but, others just get recycled from place to place with little real impact and mostly an ivory tower academic perspective and little business acumen which is pretty scary given most of them run multibillion dollar organizations.
