As far as I know, Virginia still runs the permits through the local...


...police. It puts the burden on them to verify a clean police record. I have no problem with that as long as they don't "pick winners & losers." If you qualify (clean record, safety course), then you should be approved.

There are some cities (cough, cough: Chicago) that have to pay off their local politician to obtain a CC permit.
