ACC and Big Ten merge (28 teams). Then, they take ND and 4 Big 12 leftovers (WVU, Kansas, Oklahoma St., & TCU). Then, grab up 7 Pac-12 schools (USC, UCLA, Oregon, Washington, Stanford, Colorado, and Utah). You go to 8 pods of 5 (play the other four schools and rotate a pod each year). Thus for each year, you would have 4 changing divisions of 10 teams. Then, you can take four division champions and have semis plus championship game. The pods could look like this:
