The politics of the members, not government per se

There's the politics of geography, the NE bluebloods. Also adding new regions, Utah. Adding to an area with a lot of political clout, California, NY for the fed research dollars. Nancy Pelosi and Chuck Schummer will be more receptive to doling out fed money when California and New York schools come asking for it.
