Very difficult

The obvious answer is that it takes a boat load of money, a massive investment in research and facilities and time. Even then, the committee that extends invitations is very political and just because you earn notice does not mean you earn acceptance. It does not get more snobby than the AAU. An institution can also find itself voted out for the simplest of reasons - see Nebraska.

Only 1 or 2 in a given year ever get an invitation and most of them are private or small universities. Utah got in recently, GT in 2010, others are Boston U and Dartmouth, that sort of institution.
