Most bids SEC ever got was 2. CFP expansion gives them 4 or 5 guaranteed
For me, this isn't rocket science
1) Conference champions have been weighted heavier than non-conference champions, which limits any conference from getting more than 2.
2) The SEC wouldn't want to add 2 more teams which could take those spots, nor would OK and TX join if it meant it was that much harder to get one of the coveted 2 spots.
3) The SEC is banking on an expanded playoff to capture at least 4 spots yearly, which if you look at rankings they would have achieved recently and sometimes 5 or maybe 6 of the 12 spots.
