Correct.....


votes were against expansion not specific teams. NCSU waffled as well. Some question whether the public part was essentially the ACC's way of tieing up Miami and avoiding allowing Shalala to dictate the other two. Had the original plan proceeded unimpeded I think there is no doubt the SEC would have been a presence in the state of Virginia in short order and the ACC absolutely did not want that.
