It's been claimed that the PAC didn't want BYU due to religious affiliation

I don't know if that's true and I don't want this to be political, but it's a claim that wouldn't surprise me. That's why I don't see the PAC taking in TCU or Baylor. In your Option 1 scenario, I think Iowa State would join the other three (TTU, OSU and KSU) in the PAC, making it an even 16. I think Kansas goes to the B1G but the B1G holds the 16th slot open for the day when ND might finally come aboard.
