The more I look at it, I think it might come down to two scenarios

Option 1:
SEC gets OU, TX and goes to 16.
Big10 gets Iowa St and Kansas, goes to 16
PAC gets Baylor, TCU, TT, OKSt, KSt, goes to 17
ACC gets WVU, goes to 15

Option 2:
SEC gets OU, TX and goes to 16.
Big12 gets 4-6 schools from American and Mountain West and goes to 12-14
everyone else stays the same.
