ACC is way ahead of the PAC, Clemson, FSU, Miami, VT, UNC etc.

Now if they want to do the Super Conference like the SEC they need Notre Dame, but I don’t think Notre Dame cares enough about the ACC for that to happen. However, ACC is easily third of the remaining Power 4.
