Tax peeps - general tax question that has never made sense to me ...

My Mom is interested in giving her family (sons and grandkids) some of their inheritance early while she is still alive and can take some joy in it. It makes a ton of sense. However, any single gift above $15k is taxed, and apparently SHE would be responsible for the taxes. That money has already been taxed ... and if she waits until she passes it will all be transferred tax free since her 'estate' is well below the taxable limit. Is this just another stupid part of our tax system or is there something I am missing here? I get that she could gift $15k for multiple years tax free but that is not what she wants to do.

TIA.
