James Bond movies were sequel-ish, but more like an ongoing series.

That said, you make a good point. Even movies that should be standalone sometimes end up with sequels, and sometimes with horrible results (Speed 2 - Cruise Control, Indiana Jones Crystal Skull, Caddyshack 2). But sometimes they get even better results that the original (Lethal Weapon 2, Terminator 2, Empire Strikes Back) and end up launching an entire series of sequels.

Regardless, it all boils down to the dollars that the studio thinks they can make. And the studios bank on re-using known actors in known roles to make it happen.
