Good post, Radford may well be in portal out of necessity depending on

outcome of court hearing maybe option of staying at VT closes. Even if this is not the case, likely a wise move just so he has a back up plan. So he could have every hope and intention of returning for VT in 21-22 and still put his name in portal before deadline as escape hatch.

No way of knowing, but I do feel better about him being in Portal now. May be all about his own issues and very little to do with VT program.
