A program with a significant history of high level basketball
Over a long period of time. At least thats an overly simple way that I would define it.
UCONN has five national titles. But even before their first title 22 years ago, they had four Elite Eight bids and 10 Sweet 16s (9 if you dont count the one vacated). While that pre-championship history isnt "blueblood", its pretty solid. The five national titles moved them up.
Villanova has three national titles over two coaches. They had two other Final Fours before 1985 though one was vacated. They had EIGHT Elite Eight bids... so again very solid but the recent two championships moved them up IMO.
Again, it IS possible for a non blueblood to play at an elite level. But it takes great coaching, evaluation, development, and.... luck.
Sadly I fear Drew may elevate Baylor to that level.... but his path to doing so has taken not just a HUGE commitment from the admin.... but a huge commitment towards the financial welfare of their student athletes. (And if we agree on nothing else, i know we agree here).
