That's Virginia, right?

I remember the ABC stores when I was a kid, you had to ask for stuff at a counter, couldn't browse, it was like a government agency, made you feel guilty, dress up in a suit and a tie to show them you were respectable and it was only for medicinal purposes.

Yeah, I do correlate it with the growth of the wine industry in Virginia which had one of those odd developments, eg you were allowed to make a little for yourself at home but no more. There's some story about how all that happened, some minor rule that got implemented and changed everything, something to do with Jimmy Carter? I may have to dig.
