The Ivies and similar schools give free tuition to students whose parents

make less than $100K/yr. Given the 9.9 scholarship limit for wrestling, schools like Cornell, Duke and Northwestern are better off using free tuition and financial aid (for the kids with parents in the $100-$150K/yr bracket) than athletic scholarships to build a team. It's like the service academies, where they can offer free tuition for a kid in track or baseball who would otherwise only get a partial from a school like VT or JMU.
