If the ACC believes that Notre Dame is its white whale

then I could see the ACC wait forever and end up holding an empty bag. Historically, I believe the ACC leadership can be viewed as being more reactive than proactive when it comes to making major decisions. Unless the ACC is willing to go in a completely different direction in terms of its leadership, then I doubt much will change for the ACC going forward.
