There should be

In the report released by Mecklenburg County there was an acknowledgement that 50% of active cases met criteria to be released from isolation. How many of those were individuals who tested positive more than once in an effort to clear policies related to quarantine?

A statement that 1.8% of any given population are active cases is good information if it is true. Unfortunately there isn't anything in the county's report that confirms that statement. Maybe that's splitting hairs, but this is an important enough issue to demand better clarity than what the media is reporting.

My personal experience is with one employee who tested positive. Although the person was asymptomatic, our protocol required them to get a negative result before they could come back to work. Took them four more tries before they did that. 1 person. 5 "cases." 4 of those were positive and 1 was negative. There's the skew that is problematic

"Cases" definitely translates to "positive tests." And that is a useful metric. But it doesn't mean that all positive tests represent separate individuals -- which is what WBTV and others are reporting as fact.
