There is an asymmetry of "tolerance". I don't mean that word in an ethical or political way, so please don't misunderstand.

Vegetarians do not "tolerate" non-vegetarian food.

Non-vegetarians "tolerate" vegetarian food.

There is an asymmetry.

So the airline has very little downside in providing vegetarian meals. There is no downside for them. Even if there are no vegetarians in the first-class section, some of the non-vegetarians will choose the vegetarian meals.

Interestingly, something like 40% of all packaged food in the US is kosher despite kosher jews only being 0.5% of the population. The same principle is at play: everyone can eat kosher food. But kosher jews cannot eat non-kosher food. So it's just easier for packaged food producers to make everything kosher.
