You're on the right track with front line health care, and first responders

but Senior Citizens might actually be down on the list, as it would depend on how effect the vaccine is for senior citizens. The flu vaccine isn't as effect in senior citizens as it is in younger folks. But seniors are protected when everyone else gets vaccinated and stops the flu from spreading before seniors are exposed.
