NC had a $1.2B "rainy day fund" pre-COVID. It's still there and of the

$3.5B NC got from the CARES act, just $1.6B is marked for spending. So the "rdf" is now hypothetically $3.1B.

This is all as of two days ago. Could be far different in two weeks, two months etc etc etc
