It's good in theory...but in reality, it likely isn't protecting anything.
But it makes people feel safer, though at the same time possibly putting themselves at greater risk because of a false sense of security. Odds are that people aren't taking off or putting on the masks correctly, if they're wearing them correctly in the first place (or the "mask" they have even does anything). With the mask they're probably less likely to stay 6 feet away from somebody else. Gloves are probably even worse. They probably wear the gloves in to the store, touch a bunch of things, take off the mask wearing the gloves, get into the car wearing the gloves, etc.
