Several reasons ...
these are store decisions which they have every right to make. But they could also start requiring gloves, or enforcing other arbitrary 'guidelines' (distance from others, customers in store, direction down aisles, etc) that may drive some customers away. And without an 'end date' or at least a 'until x happens' some people may just say 'screw it', I'll shop elsewhere.
Like I said, if it helps keep people safe and helps more businesses open up safely I am all for it but I can see how it could become problematic for stores if they 'overreach'.
