To me the most effective outcome is having a single empty hospital bed


That means that every person that needs treatment can get it, thus anyone that can be saved is saved AND you get through the process (get people infected and past it) as quickly as possible.

How to make that happen, that's the trick. But complete shutdowns is most states has empty hospitals and is dragging this out and hurting people for no reason.
