Even allow non-resident home owners to visit. Dare County did so and got served with a federal lawsuit. I contend non-resident home owners have the same rights to access their property during a shelter in place order than permanent residents do. For a couple of reasons: 1st is what time period consists of permanent? SOme folks split their time 50/50 with another location. Second is these communities have no problem loading up their islands with tourists all summer and have the same medical facilities as now. If they are that concerned about being overwhelmed they need to stop approving re-zoning, incremental building permits and multi-family housing if they cant support even what they currently have. Just my opinion.
