Unfortunately, the plan won't be good from a single/central point of view.

This won't be a one-size fits all. For example, a plan for NYC will be different than one for Blacksburg...which will be different for from a plan for Bluefield, WV or Elko, NV. IMHO, which is one of just looking at the data from my point of view & have some expert (truly in the industry) friends who are close to the pulse per se, every location is on their own timeline. We all need to know our own timeline and our surroundings and determine if they are risk or are they putting others at risk they may encounter. Sorry... I don't mean to lecture or preach to choir.
