China released it in themselves for plausible deniability. They knew they could oppressively lock down the country and stem the outbreak. They knew the West wouldn’t/couldn’t. Thus the impact on the USA and Euro zone would be economically devastating. This would significantly increase China’s power on the world stage both economically and militarily. And guess what.....That’s exactly what’s happening. A cynical but brilliant plan......If....
