Yes absolutely.


At the very least, that data should not be stored in plain text, especially if you know that you cannot prevent a determined hacker.

According to reports, the data was accessed through two employee logins. If that's the case, then their system allowed a regular employee to download 5.2 million people's worth of data. That should never have been possible.
