VA's been at about an 8-9% confirmed cases to tests percentage

the past couple of updates. Which, extrapolated to a million people presents you with 80,000 confirmed cases.

I still don't understand why mass testing is taking so long, when I know that UVA can run their own tests in less than a day. Why isn't this testing method being shared throughout the Commonwealth and beyond? Anyone know?
