Reminds me of a news story I heard yesterday. Virginia has a "make a bill"

day apparently. It is where all delegates are encouraged to write a new bill. The story was talking about one of the local delegates who's bill has made it's way through to a final vote. I don't remember what the bill was about, and I'm sure it has some good points....but it made me think....why? Why do we need a day to encourage them to "come up with something"? If it's important, wouldn't they have either thought of it or come up with a bill already? Why do they need a special day to do this?
It reminds me of sitting in meetings where they say something like, "We're going to take the next hour for you to come up with something new you'd like to try."
So now we have 100 politicians encouraged to sit there all day and think up something. I dunno, that doesn't seem like a good idea to me.
