The impact of replay is sort of like the impact of putting an item
"on sale." A lot of retailers will allow prices to creep up and then have a "sale" discounting the price back to its origin - or they will discount just to move it because the product isn't very good anymore.
Replay accomplished the same because officials have adjusted to making calls they might not have before because they know replay can bail them out. The problem is, they screw up the review so now it's worse than it was before. No thanks, I'll keep my money.
