What do you mean when you say "NCAA DI Champ?"
I ask because currently the NCAA's DI Football National Champion is whichever team wins the DI-FCS Playoffs. If you truly mean that group of schools, then you could have 1 big issue with the promotion/relegation; the Royal and DI could have a different number of athletic scholarships. It is an issue because of the Title IX implications and recruiting. At least I don't think any school wants to deal with the possibility it could be forced to make adjustments to the number of scholarships it can offer in football because it is being promoted or relegated. Not to mention the impact it could have on other sports in order for the school to remain Title IX compliant from year to year.
