If so, there should be promotion and relegation.

The relegation and promotion battles in the English Football League are unreal.

This is from a semi-final in a 4-team tourney for the last spot for a club to get promoted into the Premier League from the lower division. The score is 2-2 in with time all but expired....

Could you imagine Boise and UCF playing a game to get into the the P4? It would be must watch TV.
